Here is a little more insight into this:
Back in 2010 when LD 1422 (Proficiency Diploma) went through the legislative process, a group called MCEE, now known as Educate Maine, obtained a $50,000.00 grant from the Nellie Mae Foundation. This was used to pay for a “Legislative Retreat” for all members of the Education Committee. The retreat occurred on the weekend prior to a Monday vote on LD 1422. It should be noted that J. Duke Albanese
was leading MCEE at the time.
After the unanimous Ought to Pass vote in committee, it went to the House of Reps. for a vote on a Friday. The vote failed after it was determined LD 1422 was an unfunded mandate. Over the weekend
Sen, Langley submitted an amendment to provide a funding mechanism of 1/10th of 1% of the total cost
of education for each school district, to pay for training for the shift to the new system of Proficiency
Diplomas. For a school district with a total budget of $10M this is only $10K. Not much unless you
add all the school districts in Maine together and realize that there is only one group who offers the
training, Great Schools Partnership (J. Duke Albanese). The funding amendment submitted by Sen. Langley is writing a big check every year to Great Schools Partnership so by extending the mandate out another year keeps the funding stream flowing.
